Budget Medicaid Only Instead of ADC Grant

There are situations where families are ADC grant eligible, however, they opt to receive Medicaid Only (they don't want to participant in EF, they want to get their child support). The family is eligible to receive Medicaid without a Share of Cost. If they have an increase in earnings which causes them to lose Medicaid eligibility with no share of cost they are entitled to go into TMA.

  1. Close  the ADC/MED program case through case actions
  2. Open a MED case through case actions
  3. Select configuration
  4. Set the Medical Category as ADC/absence, ADC/incapacity, or ADC/death for all individuals in the program case.
  5. Run the MED budget.
  6. If the MED budget passes with no Share of Cost, authorize the MED budget.
  7. If the MED budget shows a share of cost, close the MED program case
  8. Reopen the ADC/MED program case
  9. Check in the ADC/MED program case, leaving it in pending status.
  10. Only Economic Assistance Supervisors have the security to override the ADC grant amount.  The case must be checked out by them to finish the budgeting process, and override the grant to $0.

The following is what will happen with the child support; if an ADC eligible case starts out with a $0 grant, the CS is not assigned. If a CS collection is received, the money automatically goes directly to the court ordered payee.

If an ADC eligible case starts out with a grant greater than $0, the CS is assigned and the State gets all CS collections. If this kind of case changes to a $0 grant, the Charts system automatically sets a Partial Termination of Assignment, and any subsequent CS collections then automatically go directly to the court ordered payee.
