Debit cards are available for use by clients and Organizations receiving payments. The ability to create a request for a debit card will depend on the security level of the user. Generally, RD workers, SSWs and their supervisors will have the security to create a debit card request.
An authorization form, requesting electronic payment by debit card, must be signed by the Organization payee or client. The Organization authorization form must be forwarded to Central Office for keeping. The client authorization request form is retained in the case file.
When an Organization requests payment be issued via a debit card, the tax ID type must be an SSN in order for the Organization to get a Debit card.
A request for a debit card begins on the Detail Organization window.
Click to
open the Payment Method icon. The Detail
Payee Payment Method window will open.
1. It will open in ADD mode, unless the payee has a history of payment methods.
The Account Name, Account Type, and Account Classification fields automatically populate.
When saved, the Created By, Created Date, Last Modified By, and Last Modified Date fields populate. The History button will also enable, and History can be viewed.
If the request is in error, it can be deleted at this point.
A batch process is sent to US Bank. When it is completed, the Detail Payee Payment Method window will display the Bank Name, Routing Number, and Account Number. Once these fields are populated, the Debit Card request can not be deleted.
The Debit Card will remain in request status until the payee activates the debit card. Any payments authorized after the Debit Card is activated will be made to the Debit Card account.
2. The Payment Method window will open to the List Payee Payment Method window if there is payment method information already for this Organization. The list will display all payment methods used. The active payment method will be listed first.
The list displays Payee Type, Payment Method, Status, Begin Date, Routing Number, Account Number, and Bank Name.
The New icon will allow a worker to create a request for a debit card account, when there is a direct deposit authorization in existence. It will automatically close the direct deposit.
The Open icon will allow the user to view debit card account information. Direct deposit account information will not be viewable.
The Organization payee can stop their debit card payments at any time by completing another authorization form requesting a change in payment method. The authorization form is sent to Central Office (Operations/Financial Services-Claims Processing).
A request for a debit card begins on the Detail Master Case window. Click to open the Program case with the cash assistance payment. Click on Administrative Roles. The Person icon will become enabled. Click on the enabled icon to go to the Person Detail window for the payee.
Click on the Payment Method icon. The
Detail Payee Payment Method window will open.

An overnight batch process is sent to US Bank. When it is completed, the Detail Payee Payment Method window will display the Bank Name, Routing Number, and Account Number. Once these fields are populated, the Debit Card request can not be deleted.
The Debit Card will remain in request status until the payee activates the debit card. Any payments authorized after the Debit Card is requested will be made to the Debit Card account.
The debit card must be activated prior to the payee having access to the funds.
The payee can stop their debit card payments at any time by completing another authorization form requesting a change in payment method. This authorization should be retained in the case file also. The worker will close the payment method by going to the Detail Payee Payment Method window and selecting Close from the actions drop down list.
Lost or Stolen Cards:
Cardholders must contact the vendor, currently US Bank, to report a card lost or stolen. The number is 866-276-5114.
