The Budgeting Rules will determine the countable resource amount based on 469 NAC 2-009.04, 2-009.06 and 468 NAC 2-008.04, 2-008.06, and 477 NAC 17-000. See EA Policy Manuals.
The system will determine the amount of the resource owned by a person to be counted in multiple budgets using the following process:
Determine the total number of -
Example:
Asset value |
$1000 |
Owned by participant |
Encumbrance Amt |
$ 500 |
$ 500 |
X |
.50 |
Ownership percentage |
$250 |
÷ 1 Med Budget Unit = $250 Countable value |
MED Case - AABD/OMB participant |
$250 countable value (this participant has no FR role in any other PA case) |
Example:
Asset Value |
$2000 |
Owned by Financially Responsible parent in Master Case |
Encumbrance Amt |
$ 0 |
$2000 |
X |
100% |
Ownership Percentage |
$2000 |
÷ 4 Cases (MED Budget Units) = $500 Countable Value |
AABD/MED Case |
MED Case - EMAC, MAC, MN (ADC/MN only subunit) = 3 MED Budget Units |
FR - parent in MC $500 countable value |
FR - parent in MC $500 countable value for the MN Budget Unit |
Example:
Asset Value |
$4000 |
Owned by participant |
Encumbrance Amt |
$ 0 |
$4000 |
X |
100% |
Ownership Percentage |
$4000 |
÷ 4 Cases = $1000 Countable Value |
AABD/MED Case |
AABD/MED Case |
AABD/MED Case |
ADC/MED Case |
participant $1000 |
FR - parent in PA Case $1000 |
FR - parent in PA Case $1000 |
FR - parent in PA Case $1000 |
Note: When running resource rules for an AABD/MED or ADC/MED grant case where the participant or FR is found to be a participant or FR in a related MED case, if the MED case is pending and only a generic CMAP category code has been assigned the determination of the number of MED units will be incorrect. When the MED budget runs and specific category codes are assigned the resource test for the MED case will be accurate. If the resource test effected the outcome fail vs pass for the related AABD/MED or ADC/MED case that budget will need to be re-run after the MED budget is authorized.
The same scenario could occur if the MED units are determined for an active case and the category codes of some/all of the participants are changed from OMB to MN when their OMB budget fails, i.e. the resources for a related AABD/MED or ADC/MED budget that ran previously may not be accurate if the number of MED units changes when the MED goes from OMB to MN.
