PASS Program

PASS (Plan to Achieve Self-Support) is a program to help people with disabilities return to work.  Eligibility for and administration of the program is through SSA.  PASS is for individuals who receive SSI or could qualify for SSI.  

This information is not available through an interface.   The worker must contact SSA to verify the client’s eligibility for PASS.  

PASS allows a person to set aside income and/or resources for a specified period of time to pursue a work goal.  Any income and resources deposited in the PASS account are excluded for AABD and the Supplemental Nutrition Assistance Program.

AABD Budgeting:  No adjustments or changes are needed.  The person will remain eligible for AABD as they will be current pay/ SSI.  

SNAP Budgeting:  Exclude the unearned income by entering an adjustment reason of “ Prior Overpayment while on Assistance”, and the amount designated in the adjustment field will not be used in budgeting.
