It would not be appropriate to complete an assessment of resources for this couple because spousal regulations would not apply. An assessment may not be completed earlier than the beginning of a period of continuous residence in a specified living arrangement, in this case Waiver at home. There is no Waiver eligibility unless there is Medicaid eligibility and there can’t be an open Medicaid case and spenddown of resources at the same time. This couple would need to request an assessment of resources when their assets are at the minimum plus $4,000 which is the most a couple could have and be approved for Medicaid with Waiver services at home.
