Determining Eligibility for TBR

If a client applies for Food Stamp (FS) benefits after moving to Nebraska (NE), determine if the client is eligible for Transitional Benefit Reporting (TBR).   The FS household (HH) does not have to receive their ADC (TANF) cash assistance from NE.  Review all applications for TBR eligibility and follow Nebraska’s TBR rules.  

There are two situations where a FS HH could be eligible for TBR:

1. The FS HH received a regular ADC (TANF) cash payment in the other state for the month prior to the NE FS application or in the NE FS application month; or
2. The FS HH was receiving TBR in another state; and
   • There is not a break in FS service of one month or more; and
   • The FS HH has one or more of the five TBR months remaining.
