2-007.02 Definitions of Disability and Blindness
The following definitions are used by SSA and SRT in making a determination for AABD/MA and SDP/MA.
Disability for AABD/MA: An individual is considered disabled if s/he is unable to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months. A child through age 17 is considered disabled if s/he suffers from any medically determinable physical or mental impairment of comparable severity.
Blindness for AABD/MA: An individual is considered blind if s/he has central visual acuity of 20/200 or less in the better eye with correcting lens or a field defect in which the peripheral field has contracted to such an extent that the widest diameter of visual field subtends an angular distance of no greater than 20 degrees.
Disability for SDP/MA: An individual is considered disabled for SDP/MA if s/he is unable to engage in any substantial gainful activity by reason of a medically determinable physical or mental impairment which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 6 months from onset. SRT always makes the determination for SDP/MA. The individual must be ineligible for other Medicaid programs.
