The worker shall not consider the following information a report of adult abuse or neglect:
1. Allegations which clearly fall outside abuse and neglect definitions;
2. Contacts in which the reporter can give no credible reason for suspecting adult abuse and neglect; and
3. Reports where information is insufficient to identify or locate the adult.
When in doubt, the worker shall document the report. At a minimum, if reports are considered inappropriate or there is serious doubt, the worker may refer the report to another resource such as law enforcement or mental health or may provide referral information to the reporter.
