Priority 1 includes reports which allege immediate danger of death or life-threatening/critical physical harm to a vulnerable adult. Priority 1 reports include but are not limited to -

1. A report of any serious physical abuse by a caregiver (e.g., brain damage/skull fracture, bone fractures, subdural hematoma, internal injuries, wounds, strangulation, sexual abuse, burning/scalding [second and third degree], cuts, torture, life threatening/critical confinement, or death of an adult when other vulnerable adults are at risk);

2. A report of a threat of suicide (i.e., someone who has a plan or a history of serious threats or suicide attempts);

3. A report of severe lack of basic physical necessities (e.g., freezing, starvation, severe dehydration, dangerously unsafe housing, or immediate eviction which is life threatening/critical);

4. A report of the failure by a caregiver to provide necessary supervision;

5. A report that the caregiver has negligently or intentionally caused irreversible physical damage;

6. A report of life threatening self-neglect (e.g., starvation, failure to seek medical attention or follow through with medical treatment [life threatening/critical], drug overdose, dangerous psychotic state, or freezing); and

7. A report of improper discharge of residents into a life-threatening environment.
