Department staff must not approve a provider agreement with the potential individual provider if a report of abuse or neglect concerning the individual provider has been determined to be “Court Substantiated” or “Department Substantiated” on the APS Central Registry or “Court Substantiated”, “Court Pending”, or “Inconclusive” on the Central Register of Child Protection Cases.
