Thirteen-year-olds may be approved to provide Child Care Service for Children if -
1. They are not required to be in school at the time service must be provided;
2. They are acceptable to the client;
3. They provide statements from two responsible adults (not relatives) attesting to their reliability and responsibility to provide this service;
4. They provide care no more than four hours per day;
5. They provide care for no more than two children;
6. They provide care for children at least three years old; and
7. There is at least a five-year age difference between the provider and the children for whom care is provided.
