3-003.01H2 Limited Utility Allowance (LUA)

To qualify for the LUA, the household must be billed on a recurring basis separately and apart from its rent or mortgage for at least two utilities (other than heating or cooling). The LUA covers the basic telephone rate, water, sewer, garbage or trash collection, maintenance of wells and septic tank systems. Gas, propane, and electricity are included when only non-heating or cooling costs are incurred.

The utilities included in the LUA are listed at 475 NAC 3-003.01H1 'Standard Utility Allowance'. Heating and cooling costs are not included in the LUA.
Example: Two households live together and share the cost of the utilities for the residence. Neither of the households is responsible for the heating or cooling costs. The households do not qualify for energy assistance. HHA pays 1/2 the rent, the water bill and the garbage bill. HHB pays 1/2 the rent and the telephone bill. HHA is eligible for the LUA. HHB is eligible for the Telephone Allowance.
