3-003.01A1 Items Not Allowed

The following expenses must not be allowed as deductions:

1. An expense covered by an excluded reimbursement;

2. An expense is not deductible if:

a. The expense is for a service provided by a household member; or

b. The household does not make a money payment for the service.

Sharing deductible expenses:
  1. When a food stamp household shares a deductible expense with a nonhousehold member, the worker allows only the amount paid or contributed by the household as an expense.
  2. When the payments or contributions cannot be differentiated, the expenses shared with the nonhousehold member must be prorated evenly among the individuals paying or contributing to the expense. The household's pro rata share is an allowable deduction.
  3. When a deductible expense is paid by an ineligible household member, the worker enters the full amount of the utility allowance. The automated system prorates the amount appropriately.
