Transitional child care must be provided for 24 consecutive months if all of the following conditions are met:

The 24 months begin with the first month for which the family is ineligible for a grant. The family may begin to receive child care in any month during the 24-month eligibility period.
The first month of an ADC transitional grant is the first month of TCC. The transitional grants are disregarded as income.
The exception is if the family's income is below the income for the fee schedule; in that case, code the family as LF and begin the 24 months with the first month the income is on the fee schedule. For example, a family of 2 becomes ineligible for child care because of earned income but the income is $1,000 a month which would not put the family on the fee schedule. Until the family's income reaches $1,167, they are coded LF and we do not begin counting months of TCC.
