If Enumeration at Birth was not done as verified by a Vital Statistics Alert, the worker must refer the parent or payee to the Social Security office via a Referral for Social Security Number Application by the first day of the second month following the mother’s discharge from the hospital after the birth. If the child is not born in a hospital, a Referral for Social Security Number Application must be completed by the first day of the second month following the birth regardless of where the child is born. If the parent or payee fails or refuses to apply for a Social Security number, the provisions in 468 NAC 2-004.01 are followed for eligibility for a grant.
Note: Application for an SSN for a newborn is not an eligibility requirement during the 6 months of continuous eligibility for MA (see 477 NAC 1-012.02C).
Enumeration
at Birth: A parent may apply for an SSN for a newborn by allowing
the hospital to provide the Social Security Administration with information
concerning the child. This process is known as "Enumeration at Birth."
A photocopy of such a birth certificate is acceptable documentation that
an application for an SSN has been made on the newborn's behalf.
If enumeration at birth occurred at the hospital and an N-FOCUS alert was
received on the birth documenting enumeration at birth no other actions
are required. When a birth/enumeration alert is not received or the parent/payee
did not participate in enumeration at birth for the newborn, refer the
parent or the payee to the Social Security office with a Form IM-68.
Remind the parent(s) to furnish the newborn's SSN when it is received since
children enumerated in this manner will not be included in tape exchanges
with the Social Security Administration.
