The Service Needs Assessment tool is used by the worker to assess the client's need for Personal Assistance Services (PAS) under the PASS program and Chore Services under the SSAD program.
There is an amendment to the Medicaid State Plan that allows for payment of PAS services.
PAS services do not have to be ordered by a physician - the service need is determined by the DHHS worker.
Examples of PAS services are assistance with bathing, eating, dressing, meal preparation, mobility, etc.
PAS services are for persons who are either disabled adults or elderly, and are Medicaid eligible. It is not considered a separate eligibility program. The services are currently paid through MMIS unless one of the N-FOCUS programs described below has been used.
N-FOCUS services such as Chore and Habilitation In Home cover the same type of activities as the PAS services, and are authorized through the SSAD, AD Waiver and DD Waiver programs.
Home Health Aide services are similar to PAS services but they are not moving to N-FOCUS.
PAS provider services are billed by the hour; there are two rates based on the level of provider training.
